Garrus Vakarian is a Turian Agent and a squad mate of Commander Shepard aboard the SSV Normandy. He can be found upon your first visit to the Citadel. He works as an investigator for C-Sec and was put in charge of investigating claims that Saren had gone rogue. Garrus was certain Saren had betrayed the Council but due to Saren's status as a Spectre he found it hard to find any stone-wall evidence. You'll find Garrus talking to the head of Citadel Secuirty, Executor Pallin who forces Garrus to drop the case against Saren because of the lack of evidence. Garrus says that he has one last lead that could prove Saren was guilty, however Pallin tells him it's too late and the case is closed. Garrus decides to ignore his superiors and follows the case anyway.
Garrus discovers that a Quarian called Tali recently arrived in the Citadel's Med Clinic with gunshot wounds and that she has evidence against Saren. Commander Shepard also hears about this and heads to the clinic. When Shepard arrives Dr. Chloe Michel is being held at gunpoint by Fist's men who are threatening her to say nothing to Garrus. However, Garrus is already hiding in the Clinic and Shepard's arrival gives him the perfect distraction to kill the man holding the doctor at gunpoint. After killing the rest of Fist's men, Garrus thanks Shapard for the unintentional distraction and offers his services aboard the Normandy to help bring down Saren.
Background
Garrus is a very determined C-Sec officer. Harkin will tell you that Garrus "still believes he can change the world", but he has a hard time sticking the rule book and will often follow his instinct instead. His father was also a C-Sec officer who believed everything should be done by the book. Garrus was actually considered for the Spectres but his father made him pull out because he believed Spectres were given too much freedom when it came to bending the rules.
Garrus has a particular hatred for Saren despite him being a fellow Turian. He considers him a disgrace to their entire species and would rather put him out of his misery that bring him back to the Council and let them decide his fate.
